Starting, buying or scaling a boiler company in Ontario

Ontario is Canada's largest boiler market by households, mostly gas-heated, with TSSA at the centre of fuels and boiler regulation. Competition is real, so focus wins.

Written by Ali Sedighi, MBALast updated:

Ontario has more households than any other province, and most of them heat with natural gas. That makes it the biggest single market for boiler service in Canada, and also one of the most competitive. A new or newly bought boiler company succeeds here by being specific: a defined set of neighbourhoods, a clear boiler specialty, and a reputation built one review at a time.

The Ontario boiler market

In 2023, 58% of Ontario households used natural gas for their primary heating system, 18% used electricity and 4% used propane, according to Statistics Canada. The propane share matters more than it looks: in rural and cottage areas, a boiler company may serve propane-fired systems far from the gas network.

The main markets are Toronto, Ottawa, Mississauga, Brampton, Hamilton, London, Markham and Vaughan. Older urban neighbourhoods, such as many in Toronto, Hamilton and Ottawa, tend to have the densest concentration of hot-water heating in houses and low-rise apartment buildings. Suburban growth areas are more mixed. A start-up should map its service area by drive time and by housing age, not by municipal boundary.

Climate and seasonality

Southern Ontario winters are cold but moderated near the Great Lakes, and Northern Ontario has longer, colder heating seasons. In the south, expect a sharp rise in calls with the first hard frost and again with each deep cold spell. In the north, the season is long and the drive between calls can be longer still.

Shoulder seasons in southern Ontario are long enough to support a real maintenance business, which is why the care plan should be a central part of a start-up's model rather than an add-on.

Regulators to know

  • The Technical Standards and Safety Authority (TSSA) regulates fuels, including natural gas, propane and fuel oil, along with boilers and pressure vessels. Fuels work is done by registered contractors using certified gas technicians (G1, G2 and G3 levels).
  • Skilled Trades Ontario handles apprenticeship and trade certification.
  • Electrical work falls under the Electrical Safety Authority, which pursues unlicensed contractors advertising electrical work. If your plan includes controls or electrical work, check before you market it.

Programs that shape demand, as of October 2026

The Home Renovation Savings Program, run by Save on Energy and Enbridge Gas with provincial support, offers rebates on upgrades such as cold-climate air source and ground source heat pumps, smart thermostats and insulation. It does not centre on boilers, but it shapes what many Ontario homeowners research before they call. Your replacement pages should explain the options honestly, link the program where relevant and tell readers to confirm current terms with the administrator.

Choosing a niche in a crowded market

In Ontario, the most common mistake a boiler start-up makes is trying to be a general heating company. Large competitors already own the broad terms. A clear niche gives a new company somewhere to win, for example older detached homes with radiators in one part of a city, small apartment buildings with central plants, or propane-fired systems in a rural area outside the gas network.

Starting, buying or scaling in Ontario

Starting. Choose your neighbourhoods carefully and build a page for each, with a Google Business Profile that reflects a realistic service area. In a large market, a narrow, well-served area beats a wide, thin one. The first-year marketing plan is built around that idea.

Buying. Ontario has many long-established family heating companies. Look at TSSA registration status, the agreement book and who the reviews name. The buying guide covers what to check, and BizSell.ca handles the transaction side.

Scaling. Gas technician certification levels shape who can do what, so your technician recruiting and training ladder should reflect them.

For Ontario companies, our parent sites HVAC.Agency and HVAC.Digital publish more on heating marketing in the province. Fees for Ontario clients are plus 13% HST; see pricing.

Frequently asked questions

Do I need to be registered with TSSA to start a boiler company in Ontario?

Fuels-related work in Ontario is done by TSSA-registered contractors using certified gas technicians, and TSSA also regulates boilers and pressure vessels. Check TSSA's registration and certification pages for exactly what applies to your business.

Is the Greater Toronto Area too crowded for a new boiler company?

For broad heating terms, it is crowded. For specific boiler work in a handful of neighbourhoods with older housing, a new specialist can earn visibility within its first year.

What sales tax applies to your services in Ontario?

13% HST.
